Around public issues. Access policies and limits to civil participation in the media public system in Argentina

In this paper we seek to contribute to the reflection on the problems associated with "public”, access policies, publicparticipation and asymmetries in the democratic system, around the emerging system of public audiovisual media inArgentina. Trends reconfiguration of the media system in the countries of the region, from the design of policiesbased on the defense of the right to communicate, mobilize reflection oriented with respect to reverse the trenddispossession symbolic processes (according to Harvey), in other words, willingness to generate policies of reappropriationof the "common public goods”, in asymmetric power relationships. The processes indicated must beanalyzed considering the following principles: 1) The exercise of the right to communicate cannot be separated fromthe debate on democratization of the media system, 2 ) The notion of public service is part of the philosophy ofcommon public goods, and must be protected from the logic of private appropriation. Such principles are an ethicalpoliticalorientation that needs to be put in relation to the contradictions of factual democracy (according to Fraser).Therefore, our aim is to characterize the public media system re-designed by active communication policiesimplemented by State, while contributing to elucidate how such policies restrict or enable the participation of certainsocial groups. Our work reveals that civic participation in public audiovisual media appears as an unfinishedprocess. Initiatives and programs such as the generation of Poles and Audiovisual Nodes, creating the AudiovisualUniversity Network, the new televisions, reservations spectrum for public agents, or new media created at theCenters for Youth Activities among others, are important but insufficient for citizen participation. Moreover, theemphasis on state public media, both in terms of infrastructure and budget, are not focused as a priority on publicaccess policies, the preferences of the audience or encouraging active participation modes but instead on the internaldynamics of institutions.
